Blockchain and Transparency in Land Records Management

Managing land records has always been a challenge in terms of data security and transparency within public administrative systems. Blockchain technology, with its decentralized and immutable characteristics, is being studied as a breakthrough solution to ensure data integrity and security in land resource governance through distributed ledger systems. In terms of data integrity, the blockchain structure guarantees the immutability of land ownership information, reducing up to 99% of the risk of fraud or overlapping records caused by subjective errors. One of Blockchain’s key advantages lies in eliminating unnecessary intermediaries in cadastral transactions (Ølnes et al., 2017).

Through the application of Smart Contracts, processes such as land registration, licensing, and transfer of land-use rights are automated, significantly shortening administrative processing time from weeks to just minutes. In addition, the transparency of data on the blockchain allows stakeholders to easily trace the origin and immutable transaction history of land parcels, thereby increasing public trust in the governance system to approximately 90%. This represents not only a technological advancement but also a major institutional reform, contributing to the establishment of a transparent, secure, and efficient land transaction environment. The integration of Blockchain helps protect private property rights, prevent centralized data breaches, and ensure confidence for citizens in civil transactions. It is a strategic technological solution for building open digital governance, promoting sustainable economic development associated with transparent and secure land management (Tunde & Adefila, 2025).
