Digital transformation and administrative transparency in cadastral management

The digitalization of land administration represents a comprehensive restructuring of public administrative processes through interoperability between cadastral data systems and national databases. The development of “digital administrative maps” and integrated land information systems helps streamline procedures and significantly reduce the time required for issuing land use right certificates. Digitalization creates a “single source of truth,” effectively preventing overlapping ownership claims, document fraud, and errors in cadastral management. In particular, the public disclosure of planning information on digital platforms enhances transparency and fosters community consensus in state governance. This is a breakthrough step toward building a modern cadastral system, contributing to the development of the digital economy and strengthening trust in public administration.

Modern land management systems go beyond mere record storage and function as integrated online public service portals. The synchronization of land, financial, taxation, and population data lays the foundation for advanced e-government services, significantly reducing transaction costs for citizens and businesses. For administrators, digital data enables transaction traceability and real-time monitoring of land changes. The application of blockchain and other distributed ledger technologies in cadastral data management is also being explored to enhance security and traceability. This is a key direction for improving national competitiveness, creating a transparent and favorable investment environment, and optimizing land resource management to ensure that this asset is utilized appropriately and generates maximum value for society (Jiang et al., 2024).
